On 12 September, legal expert Abbas al-Aqabi, speaking on Al-Ahad TV (AAH — official), said military and security institutions remain subject to the Penal Code even without a dedicated PMF law. He called for legislation establishing the PMF’s structure and said parliament may question and dismiss any official negligent toward the institution; the channel’s accompanying banner carried a call to restructure PMF leadership.
