On 13 September, political-affairs researcher Ahmad al-Miyahi told Al-Ahad TV (AAH — official) that the PMF security system had an administrative defect and stagnation requiring continued training, institutional renewal and changes to its senior leadership. His reference to Sheikh al-Khazali was Qais al-Khazali, AAH’s secretary-general, and “failure to report” referred to disputed warnings before attacks on PMF headquarters; earlier Al-Ahad coverage said Qais al-Khazali maintained that PMF chairman Faleh al-Fayyad had been warned, while a PMF Commission statement denied that he received the information.
