On 10 September, Shafaq News reported Qais al-Khazali, AAH’s secretary-general, said Iraq’s weapons-control initiative does not apply to the Peshmerga as an institution because it is recognized under Iraqi law and the Constitution. He maintained that full state sovereignty nevertheless requires the Peshmerga to operate under the authority of Iraq’s commander-in-chief.
