On 15 September, political researcher Issam Hussein said on Al-Ahad TV (AAH — official) that factions were proceeding with weapons restriction, but not without compensation. He said factions had the right to impose conditions and deserved credit for Iraq’s stability; he also described the issue as wholly Iraqi and said Iran had neither obstructed nor intervened in it.
