On 12 September, Qais al-Khazali, AAH’s secretary-general, said weapons outside state institutions should be managed by the official security forces and described state weapons control as consistent with the constitution, the religious authority’s position and Framework policy. Security expert Safaa al-Aasam, speaking on Al-Ahad TV (AAH — official), separately said weapons outside state control would no longer be justified if the coalition presence ends on 30 September.

The two formulations align on official control but differ on timing: Khazali supplies constitutional and religious legitimacy, while al-Aasam supplies a dated condition.
