He said the issue remained tied to guarantees, that some Coordination Framework parties proposed transferring weapons rather than confining them, and that weapons restrictions must apply in every region rather than only to Shia factions. Al-Saadi also described AAH as a model of national compliance and said there was agreement on handing faction weapons to the PMF.
