On 21 September, PMF military-media director Mohannad al-Oqabi was reported saying faction weapons would be reorganized under federal oversight rather than handed to the government. Abu Alaa al-Walai, KSS secretary-general, said resistance forces had sought no personal or political concessions in weapons-regulation talks, while Iraqi legislator Muhammad al-Mousawi rejected the reported 30 September deadline and said the weapons served anti-terrorism and sovereignty functions. Multiple reports carried al-Oqabi’s formulation, while the Walai and al-Mousawi positions were separately attributed to each man.
