On 21 September, PMF military-media director Muhannad al-Aqabi said resistance-faction weapons would not be handed to the Iraqi government but would be reorganized under federal supervision to prevent disorder or abuses. Kurdistan24, Afghan Voice Agency and Al-Alam reported the formulation, while Al-Alam also quoted him describing the 30 September end of the coalition’s military mission as a national sovereignty achievement.

The distinction sets a public limit on the weapons process: federal oversight is accepted, but government possession is rejected. It differs materially from formulations requiring weapons outside state control to be surrendered.
