On 21 September, PMF military-media director Muhannad al-Aqabi was reported saying faction weapons would not be handed to the Iraqi government but would be reorganized under federal supervision to prevent disorder or abuses. Later that morning, Abu Alaa al-Walai, KSS secretary-general, said resistance forces made no personal or political demands in weapons-regulation and sovereignty talks, placed no interest above Iraq’s and prioritized sovereignty, national decision-making, independence and rejection of foreign tutelage; KSS channels published the wording and Al-Nujaba TV (Nujaba — official) relayed it.
