On 21 September, PMF military-media director Muhannad al-Aqabi said armed factions would not surrender their weapons to the Iraqi government; their management would instead be reorganized under federal supervision to prevent disorder or abuses. Kurdistan24, Kalima and ANHA also attributed to him a categorical rejection of attacks on Erbil, the Kurdistan Region or any other Iraqi province.
