On 18 September, political analyst Abd al-Husayn al-Juraykhi, speaking on Al-Ahad TV (AAH — official), called weapons consolidation under state control positive, said it would not weaken the resistance factions and demanded that the Peshmerga also submit to unified security command. Security analyst Saif Raad, speaking on the same channel, described the process as an Interior Ministry strategy involving a weapons database and an inventory of factions incorporated into the PMF; he said the government did not seek confrontation and cited Qais al-Khazali, AAH’s secretary-general, as supporting the file’s importance.

“Weapons consolidation under state control will proceed through official mechanisms for all factions; it will strengthen the state’s path without weakening the resistance and factions; the Peshmerga should follow the factions by unifying the security decision under the commander-in-chief; the decision must also be applied to the Peshmerga.”

“Weapons consolidation and regulation will use a comprehensive database held by the Iraqi security services; the committee specializes in inventorying weapons held by factions incorporated into the PMF; the government does not want confrontation with faction members; Sheikh Qais al-Khazali recently indicated the importance of the weapons-control file.”
The comparison distinguishes inventory and command unification from weapons surrender, while broadening the state-control principle beyond PMF formations to the Peshmerga.
