WHAT HAPPENED

On 17 September, Ufuq Center head Jumaa al-Atwani, speaking on Al-Ahad TV (AAH — official), said linking U.S. withdrawal to weapons regulation stripped the latter of its national character, alleged that more than 20 armed factions in Kurdistan possessed uncontrolled weapons and said there was no Coordination Framework consensus on 30 September. Madd National Current secretary-general Dhul-Fiqar Hussein, also carried by Al-Ahad TV, said state security and borders were the government’s responsibility, armed factions had been needed in an earlier period and no party could impose conditions on the state.
