On 1 November, Sadiqoun MP Ahmad Kayin al-Khazali (AAH), speaking through Al-Ahad TV (AAH — official owned media), said the bloc had asked the prime minister to send the PMF bill for a vote, collected parliamentary signatures, and called for support from all MPs; he said he did not know why the government had withdrawn it and expected a breakthrough soon. Political-affairs researcher Suhad al-Shammari questioned the delay and credited Sadiqoun bloc (AAH) with being the first to demand passage, while academic and political analyst Sadeef al-Rubaie alleged internal and external obstruction and called the bloc’s demand sincere. These are attributed parliamentary and guest statements, not an established explanation for the bill’s withdrawal.

“We asked the prime minister to send the PMF law to parliament for a vote. Parliamentary signatures were collected by the Sadiqoun bloc so that the government would send the PMF law promptly to parliament. We do not know the justifications and reasons for the government’s withdrawal of the PMF law after sending it to parliament.”
