On 21 September, press reporting described Prime Minister Ali al-Zaidi’s phased plan as an initial 90-day period without faction attacks or U.S. strikes, followed by weapons handovers ending on 30 June 2027. Early on 22 September, U.S. Republican Party member Nicola Shahoud told Al-Ahad TV (AAH — official) that Washington and al-Zaidi had agreed to stop military operations against factions, prevent attacks on them, address weapons by 30 June 2027 and retain U.S. security advisers and arms support; security expert Safaa al-Aasem said the visit supported completion of the U.S. withdrawal on 30 September while Iraq sought air-defence capabilities from France, Germany and South Korea.
