Reports on 22 September attributed to Prime Minister Ali al-Zaidi a phased plan beginning with 90 days during which factions would halt attacks and receive assurances against U.S. attacks, followed by weapons handovers ending on 30 June 2027. Fighters would be absorbed individually into state forces, and organizations remaining armed after the deadline would be placed outside the law. PMF military-media director Muhannad al-Aqabi had said on 21 September that faction weapons would be regulated under Baghdad rather than surrendered.
