Iraq's oil exports were hit by the closure of the Strait of Hormuz and by disruptions in Kurdistan, and Baghdad has responded on three fronts at once: state marketer SOMO cut prices on Basrah crude for August, Iraqi and Iranian officials discussed the Hormuz situation in a call in which Baghdad welcomed diplomacy over the strait. The fiscal side hardened the same day: the finance minister asked to brief parliament on the financial crisis and sought an audience with deputies, with domestic debt now above 103 trillion dinars and delayed public salaries pushing families in Diyala into debt. Iraq earned 18.6 billion dollars from oil exports in the first half of 2026, and the desk's own indicator puts the parallel dinar rate in Erbil at 152,750 per 100 dollars, up 1.3 percent on the previous observation.

In the north, Asaib Ahl al-Haq leader Qais al-Khazali marked the twelfth anniversary of the Islamic State genocide against the Yazidis with a statement demanding Baghdad end the administrative vacuum that has left Sinjar without a settled administration since 2017 and fund returns for more than 120,000 people still in displacement camps — the group's own outlets carried the identical text within four minutes, and the channel-by-channel account is in the Militia Digest published beside this briefing. That converges with Kurdistan Region President Nechirvan Barzani, who urged Baghdad to implement the Sinjar Agreement, make Shingal a province and remove illegal forces; a commander on the ground blamed government failure for hindering Yazidi return, and the foreign minister reaffirmed a commitment to justice for the victims.

Still in the north, Barzani flew to Damascus and was received with official protocol at the airport, and the Kurdistan Region Presidency said his meeting with Syrian leader Ahmed al-Sharaa stressed protecting the rights of all of Syria's components; the Kurdistan flag was raised at the People's Palace in Damascus for the first time. Separately, Iraq's Security Media Cell said more than 4.8 million pilgrims have entered the country for Arbaeen, with Iran's foreign minister using his visitation trip to call Iran-Iraq relations the best ever.

The demands, which Al-Ahad TV then broke into four cards over six minutes, are the return of more than 120,000 people still in displacement camps and completion of the returnees' grant, dignified living for more than 130,000 Yazidis who have returned to Sinjar, rebuilding of destroyed homes with compensation for victims, survivors, martyrs and the missing, and an end to the administrative vacuum that has left Sinjar without a settled administration since 2017. The evidence establishes what the group said, not the conditions it describes; Asaib Ahl al-Haq is here addressing the Iraqi state on the governance of a contested district.

In the militia space, two channels of separate parentage posted urgent-tagged graphics this morning within seventeen minutes of each other quoting a speaker they name only as "Sheikh Qasim" calling to prepare for a major battle and to confront anyone implementing the Israeli project as the enemy is confronted. iNEWS (Kataib Sayyid al-Shuhada — affiliated) carried the battle-preparation and confrontation lines; Al-Nujaba TV (Harakat al-Nujaba — official) carried the speaker's account of September 2024 — the killing of Sayyed Nasrallah and other leaders, the pager operation, strikes on capabilities — answered by the "Awli al-Baas" operation. Neither channel added an Iraqi target, a timetable or a position in its own faction's voice, and the speaker's identity is not established in the material in hand.

On the weapons file, press reports published within about thirty-five minutes of each other yesterday afternoon carried near-identical wording attributed to Kataib Hezbollah's secretary-general refusing to give up the resistance's weapon and pledging to develop it and enlarge its arsenal; Shafaq News names Ahmad al-Hamidawi and uses the word "dismantling", and Rudaw framed it as a faction leader rejecting disarmament and threatening a response to US-Saudi air raids. Separately, Sabereen News (KH — affiliated) posted the same call attributed to Abu Hussein al-Hamidawi and, an hour later, a longer version naming a crime "the enemy" committed against "our sons" and stopping at deterrence; within five minutes Watan TV (Badr Organization — affiliated) carried a version naming "the aggression against Iraq" and adding a call to "cleanse our security space", a phrase absent from the KH-side posts. No Kataib Hezbollah channel in the collected material carried the press-attributed remarks, and there is no Kataib Hezbollah denial; no channel names a perpetrator or a target, and no militia claimed responsibility for any act of violence.

Still on the weapons file, Al-Ahad TV (AAH — official owned media) gave its evening programmes to guest commentators arguing over confinement of factional arms. Mahdi Khazaal, head of the Kalima Center for Dialogue, said factions postponed a response to Saudi Arabia until after the Arbaeen visitation and that leniency toward what he called Saudi aggression would open the door to further attacks, adding that four unnamed factions are withholding weapons from confinement and condition it on the departure of US forces. Falah al-Dhahabi, on the same channel, called confinement a very complicated process and said America wants to test al-Zaidi's strength. Both are single commentators on a single channel with no faction communiqué attached, and no militia claimed responsibility for any strike on or from Saudi Arabia.

On the economy, Al-Ahad TV ran two segments seconds apart in which a Finance Committee member and a government economic adviser gave the same answer on paying salaries. Finance committee member Riyad al-Tamimi called Iraq economically a "fragile" state whose weaknesses the regional war exposed, ruled out printing currency as impossible and contrary to central bank law, called the government's revenue bills "miserable and shameful", said it has no law permitting it to borrow, and said salaries are secured through 2026 while 2027 needs real solutions. Economic adviser Safwan Qusay rejected any exchange-rate change alongside currency printing on the grounds that the burden would move to the citizen's pocket, said the Ministry of Industry has no industry in it, and contrasted Egypt's roughly 80 billion dollars in customs and tax collection with Iraq's two billion. Al-Tamimi went further than Qusay, faulting the Kurdistan Region for not applying the federal ASYCUDA customs system.

On the domestic front, Al-Ahad TV also devoted five consecutive segments in thirteen minutes to Salam Adel, head of the Information and Analysis Center, attacking Foreign Minister Fuad Hussein: the ministry file is a "ticking time bomb" that will explode in the government's body, the missing Iraqi flag in Damascus proves an "idle ministry", more than 900 employees were appointed abroad while mission staff face eviction over unpaid rents, more than 65 ambassadors "clock in at Alawi" while missions sit without ambassadors, and Baghdad Municipality is better run than the ministry. The position is Adel's; Asaib Ahl al-Haq's outlet gave it five slots and the headline, and none of the allegations is corroborated in the collected material.
