On 29 September, Shafaq News reported Falih al-Khazali (KSS — Muntasirun bloc head) saying Kataib Hezbollah, Kataib Sayyid al-Shuhada, Nujaba and Ansar Allah al-Awfiya were prepared to place weapons under state control in exchange for the departure of U.S. and Turkish forces, Iranian opposition groups and the PKK; dissolution of the Peshmerga; armament of the Iraqi army; and a ban on U.S. and Israeli aircraft entering Iraqi airspace. Those are his reported account of the four factions’ terms, not separate declarations by them. Ashab al-Kahf’s own statement that evening rejected weapons handover outright.

The distinction separates a reported negotiating formula from a direct refusal; it does not establish that the four factions jointly authorized al-Khazali’s account.
