WHAT HAPPENED

On 8 September, KSS spokesman Kadhim al-Fartousi said KSS’s formula was “weapons in exchange for sovereignty” and that surrender would not be considered until Iraqi territory, airspace and sovereign decision-making were protected. The relevant 30 September date is the scheduled end of the international coalition mission, after which commander-in-chief’s spokesman Sabah al-Numan said armed groups would have no justification for retaining weapons outside state institutions.
