On 8 September, KSS spokesman Kadhim al-Fartousi said weapons control was inseparable from full Iraqi sovereignty and called 30 September a test of US and coalition compliance with commitments to Baghdad. Sadiqoun MP Ahmad al-Musawi, speaking through Al-Ahad TV (AAH — official), called state weapons control a national demand and said politically directed Peshmerga movement violated the law. Commander-in-chief spokesman Sabah al-Numan separately said the coalition withdrawal scheduled for 30 September would remove the justification for weapons outside state institutions.
