On 3 October, Al-Ahad TV (AAH — official owned media) published political-affairs researcher Ahmad al-Miyahi’s interpretation of the speech Qais al-Khazali, AAH’s secretary-general, as a prescription for institutionalization and state-building. Al-Miyahi said the PMF should be a formal government institution supporting the government and subject to the commander-in-chief; he urged parliament to pass the PMF law, saying it would protect the institution from outside pressure and provide entitlements for its members and their families.
