Al-Ghadeer TV (Badr Organization — official) and iNEWS (KSS — affiliated) attributed Falih al-Khazali (KSS — Muntasirun bloc) a claim that his proposals received preliminary approval to employ Basra engineers on the Basra Refinery FCC project instead of foreign labor. Visual review of the displayed letter shows the Council of Ministers’ Advisory Commission requesting workforce figures, technical justification, financing information and the Oil Ministry’s view on local operation and maintenance so that the proposal could be studied further; it does not itself record preliminary approval.
