On 24 September, FAA (Ansar Allah al-Awfiya — official) attributed to movement leader Ali al-Fatlawi an offer to hand over weapons in exchange for “real sovereignty.” He said weapons control must bring Iraq concrete gains and asked the government to use the factions’ presence in negotiations over funds, sovereignty and U.S. pressure on Iraqi decisions. In a separate post minutes earlier, he welcomed official foreign contacts through state institutions but rejected undisclosed intervention and unofficial visits or meetings outside state channels.

“We welcome any official communication with Iraq through the government and state institutions, but reject any undisclosed intervention in Iraqi decision-making, whoever the party. The factions do not accept figures entering unofficially or holding meetings outside the state’s recognized frameworks.”

“If the demand is to restrict weapons, it must be matched by real gains for Iraq and completion of national sovereignty. Make the factions a source of strength for the government in negotiating over funds, sovereignty and U.S. pressure on Iraqi decision-making. We are prepared to hand over weapons in exchange for real sovereignty.”
