Early on 22 September, Al-Asas Parliamentary Bloc head Alaa al-Haidari told former Peshmerga Ministry secretary-general Jabbar Yawar that Peshmerga salaries came from Basra oil and that regional guards should answer to the commander-in-chief. Hashim al-Husseini, deputy head of the Academy for Political Development and Good Governance, separately said Peshmerga unification was part of reconsidering U.S. funding for the force.
