The Militia Digest
Kataib Sayyid al-Shuhada committed on 1 October to the signed agreement and the commander-in-chief’s address, unless the other party breached its obligations. S Media (KSS — official) published that condition, but Al-Ahad TV (AAH — official), Al-Ghadeer TV (Badr Organization — official) and Al-Nujaba TV (Nujaba — official) carried shorter captions without it. FAA (Ansar Allah al-Awfiya — official) separately published a commitment by Haidar al-Gharawi (Ansar Allah al-Awfiya — secretary-general) to ending military operations inside Iraq according to timelines agreed among the factions, the Coordination Framework committee and the government. Nine minutes earlier, FAA had published a fighters’ message declaring readiness for any contingency. Al-Ghadeer TV reported that Awfiya’s operations had ended, dropping the timeline wording. Foreign Minister Fuad Hussein meanwhile said he expected weapons handovers under a fixed plan, with 30 June 2027 as the deadline for bringing weapons under state control. Neither faction statement announces a weapons handover.
Nujaba reaffirmed, in a statement on its channel, the military option to expel U.S. and allied forces on 1 October. It rejected any continuing American presence through security companies or advisers. The faction demanded a U.S. embassy comparable to other embassies, or an equally large Iraqi embassy in the United States. It also demanded that U.S. forces be moved away from Iraq’s borders with Syria, Jordan and Kuwait. Al-Nujaba TV later said the resistance retained its weapons and remained ready for any external danger. That differs from Kataib Hezbollah’s 30 September order to halt military operations, except against hostile aircraft violating Iraqi airspace until government air defences were complete. Al-Zaidi meanwhile ordered higher security-force readiness and stronger intelligence work following the end of the U.S.-led coalition mission, which he announced on 30 September.
The Sadiqoun bloc (AAH — parliamentary bloc) asked on 2 October for a PMF-law vote at the first parliamentary session after the sovereignty holiday. The request follows the cabinet’s 30 September referral of the bill to parliament. Qais al-Khazali (AAH — secretary-general) called for expedited passage and proper military and security development of the PMF. Sadiqoun also endorsed state control of force, institutional handling of weapons and exclusive constitutional authority over war and peace. Reconstruction and Development Bloc deputy head Mansour al-Baiji, speaking as a guest on Al-Ahad TV, estimated that weapons regulation could take about two years. He called for stronger security-force armament and placing the Peshmerga under the commander-in-chief. His estimate of about two years differs from Hussein’s June 2027 deadline, although state control and weapons regulation may describe different stages of the process.
Separately, Sadiqoun adopted al-Khazali’s message to Iran on 2 October, promising to remember Iranian support and Iranians killed in Iraq. Esmail Qaani (IRGC — Quds Force commander) had the previous evening called the U.S. departure an expulsion and a humiliating defeat against Iran. The bloc also endorsed preventing Iraq from being used for aggression against its neighbours. On Al-Ahad TV, MP Rajaa al-Hamdi (AAH — Sadiqoun) endorsed balanced relations with neighbouring states. FAA also relayed al-Baiji’s allegation against Gulf states that they had fought Iraq’s democratic process after 2003 and financed terrorism.
