On 8 September, Watan TV (Badr Organization — affiliated) quoted Prime Minister’s security affairs adviser Qasim al-Araji saying the PMF was an independent Iraqi force, its service-and-retirement law would go to parliament, and the government wanted to absorb factions under state authority through continuing dialogue. He said Iraq required complete air sovereignty and no foreign armed presence, pledged that attacks on factions would not be allowed, and warned coalition and US forces against failing to withdraw. Earlier, the prime minister described the PMF bill as awaiting parliamentary approval, while commander-in-chief spokesman Sabah al-Numan said the coalition mission would formally end on 30 September.
