He argued that the departure of foreign troops removes the justifications for carrying weapons outside state authority and said Iraq would not participate in regional wars.

“The decision to place weapons exclusively in state hands is final and irreversible, stressing that Iraq is a state containing armed factions, not a state controlled by factions, as he put it. The Iraqi prime minister explained that the absence of foreign forces in the country removes the justifications previously advanced for carrying weapons outside the framework of the state.”
إن قرار حصر السلاح بيد الدولة نهائي ولا رجعة فيه، مشددًا على أن العراق دولة تضم فصائل مسلحة، وليس دولة تسيطر عليها الفصائل، بحسب تعبيره.وأوضح رئيس الحكومة العراقية أن انتفاء وجود القوات الأجنبية في البلاد يسقط المبررات التي كانت تُطرح لحمل السلاح خارج إطار الدولة
