On 7 October, The New Arab reported that a revised PMF bill would restrict PMF movement, keep it away from cities and prevent it from rivalling the Iraqi army, while retaining an independent security institution reporting to the prime minister. Harakat al-Jihad wal-Bina (official social media channel) subsequently carried Parliamentary Security and Defense Committee member Jawad Rahim al-Saadi’s rejection of US intervention and demand that the government send the bill to parliament without delay. He explicitly made his objection to reports of US pressure preventing transmission conditional on those reports being true.

“The circulating news and reports about US pressure to prevent the law from being sent, if true, constitute blatant and unacceptable interference in Iraqi decision-making and a violation of national sovereignty. We call on the Iraqi government not to retreat or submit to any external dictates, and to shoulder its national responsibility and send the law to parliament without delay.”
إن الأنباء والتقارير المتداولة بشأن وجود ضغوط أمريكية لمنع إرسال القانون، إن صحت، تمثل تدخلاً سافراً ومرفوضاً في القرار العراقي، وتجاوزاً على السيادة الوطنية. ندعو الحكومة العراقية إلى عدم التراجع أو الخضوع لأي إملاءات خارجية، كما ندعوها إلى تحمل مسؤوليتها الوطنية وإرسال القانون إلى مجلس النواب دون تأخير.
The legislative demand is for immediate submission, while the reported pressure concerns the institution’s movement, military role and relationship with the army. Support for sending the bill therefore does not, by itself, establish endorsement of the reported restrictions.
