On 18 October, Al-Ahad TV (AAH — official owned media) carried Iraq Energy Center head Dr. Furat al-Mousawi’s assertion that Baghdad and Erbil had resolved technical oil disputes and settled foreign companies’ dues, alongside his argument that legislation would protect investment. Border Crossings Committee member Silwan Aqrawi called for passage, rejected temporary or patchwork agreements, and said oil exports were entirely under SOMO and most blocs supported legislation. Oil, Gas and Natural Resources Committee member Sheikh Qaisar al-Jorani said passage required political consensus, described the law as previously presented without a vote, and also said it had not been sent by the government or discussed in parliament.
