On 17 October, Victory Coalition spokesman Aqil al-Rudaini said the Kurdistan Region had recruited foreign oil-extraction companies without Baghdad’s knowledge, speaking on Al-Ahad TV (AAH — official owned media). Kurdistan Democratic Party member Wafa Mohammed Karim said the Region and operating companies currently take orders from SOMO.
