On 10 September, AAH secretary-general Qais al-Khazali alleged that some Gulf states had adopted a project to end Shia governance in Iraq, supported by some Western states. He alleged that a separate U.S. project included White House discussion of classifying Iraq as a state sponsor of terrorism, and that Washington had pressured Iraq by cutting security relations and stopping cash-dollar shipments.
