Within roughly half an hour this afternoon, Al-Ghadeer TV (Badr Organization — official) and Al-Ahad TV (AAH — official) both carried armed forces spokesman Sabah al-Numan saying the commander-in-chief "directed raising the level of alert and readiness at all camps and bases," and both carried a "direction to accelerate the equipping and arming plan for radar, early-warning and air-defence systems." Watan TV (Badr Organization — affiliated) carried the same two lines plus two the AAH relay did not: "protecting internal security is the exclusive responsibility of the state's military and security institutions," and "some external parties are trying to drag Iraqi territory and airspace into the calculations of the conflict." Al-Ahad TV attributed the readiness order to al-Zaidi by name; Al-Ghadeer TV attributed it to "the commander-in-chief."
The clause Badr reproduced and AAH did not is the one that assigns internal security exclusively to state military and security institutions — the formulation that bears directly on armed factions operating outside that chain.
