On 26 September, Al-Ghadeer TV (Badr Organization — official) published a legal paper arguing that unilateral third-state measures do not bind Iraq without a binding UN Security Council decision, that Iraq controls its airspace under the Chicago Convention, and that an Iraq–Iran air-services agreement was registered in 2018. Later, Al-Janoub TV (Harakat al-Jihad wal-Bina — official) attributed to guest Hashim al-Kindi the view that Iraq need not follow U.S. sanctions on Iranian aviation, and to MP Abu Sadiq al-Hilli questions about halted flights from Najaf and Baghdad.
