Between roughly 22:23 and 22:48 on 5 August, Al-Ahad TV (AAH — official) published a run of items from the State Administration Coalition's 73rd meeting at the Government Palace in Baghdad: support for confining weapons to the state, adherence to the timetable for those steps after 30 September, treatment of any armed conduct outside the state's framework under the counterterrorism law, and border security against terrorism, narcotics and organised crime. Within the same half hour Al-Ghadeer TV (Badr Organization — official) carried the coalition's affirmation that Iraqi territory will not be used as a launch point for attacks on neighbouring states, and Watan TV (Badr Organization — affiliated) carried three lines: that those threatening the country's security are outside the law and must be fought under the constitution, support for the government and for confining weapons, and support for regional de-escalation and rejection of force to settle disputes. The rung is credible: two separate networks carried the package independently and in near-identical terms, and nothing in the collected window contradicts it — what is missing is any statement of compliance by an armed formation.
