THE METHOD

Gas flared (bcm) × 4 TWh per bcm ÷ electricity Iraq generated the same year (Ember) × 100. “1 bcm of gas can generate around 4 billion kWh of electricity” is the World Bank’s rule of thumb.

An upper bound: it assumes every flared cubic metre were captured and burned in efficient power plants. Iraq’s simple-cycle turbines get less from the same gas, and some flaring cannot practically be captured. A scale, not a forecast.
