Officials said the US-led coalition's withdrawal from Iraq is on track to complete by Sept. 30, and Prime Minister Ali al-Zaidi told Washington that Iraq is free of foreign forces from October 1, Kurdistan24 reporting Baghdad's case that the pullout is irreversible. Al-Zaidi, whose order for a draft law confining weapons to the state the desk reported this morning, said disarmament should be paired with an end to foreign air strikes. Kurdistan Region President Nechirvan Barzani said Iran has offered to help Iraq bring the armed groups under state control, and a source told Al Jazeera that Quds Force commander Esmail Qaani's Baghdad visit was to discuss the disarmament plan.

On the economy, SOMO said Baghdad, Erbil and the oil companies have renewed the tripartite agreement governing Kurdish crude, and the Oil Ministry denied it was blocking crude exports through Hormuz, a block a lawmaker had tied to corruption. A Central Bank lending initiative has channelled $1.69 billion to large projects, Shafaq News reported, while an economist said the reserves lawmakers have counted as ten months of salaries are not a salary fund and the dollar moved above 153,000 IQD in Baghdad and Erbil.
