The first said there is clear fragmentation and institutional collision in the pursuit of citizens' votes and that using state agencies turns democracy into populism; the second said no armed faction may take part in elections because it disrupts the democratic process and weakens application of the law. Neither post states that the Badr Organization endorses the position. The rung is preponderance: the two posts are directly captured with their wording, but they are attributed to al-Abadi rather than to Badr, and no other collected channel carried them.
