The wording identifies no ministry, regulator, court or other issuing authority, gives no reason and no date for the measures. Confidence rests at credible for the fact of the report and no higher for the underlying measures: the two carriers share the same affiliation, so they are not independent lines, and no outside coverage of the measures appears in the collected material.
