Desk collection recorded Kuwait-related carriage on 11 of 33 watched channels. On 3 September, Sabereen News (KH — affiliated) called Kuwait a “statelet” and said, “we reserve the right to respond,” but did not identify the sender, alleged trigger, form of response or timetable. The message is direct evidence that the channel published the formulation, not that KH officially issued it or that an operation is planned.
