Khazali proposes arms council with PMF seat and own budget

WHAT HAPPENED

iNEWS (KSS — affiliated) posted five items between 10:10 and 10:15 on 19 August reporting that Falih al-Khazali, head of the Muntasirun bloc, submitted a proposal to commander-in-chief Ali al-Zaidi to create a 'Supreme Arms Council'. As reported, the body would report directly to the commander-in-chief with an independent budget, include representatives of the Defence and Interior ministries, the PMF, the Counter-Terrorism Service and National Security, subject all arms deals to specialised oversight, and draw up armament plans centred on drones, cyber-security, artificial intelligence and ballistic missiles. iNEWS also reported that the proposal's principles were discussed with the parliamentary security and defence committee, were accepted, and could be folded into the Ministry of Defence law; no confirmation from the commander-in-chief's office or the committee appears in the collected material.

WHY IT MATTERS

A body with an independent budget, direct access to the commander-in-chief and a PMF seat would place PMF representatives inside the mechanism deciding Iraq's arms purchases and its drone and missile programmes.
