Watan TV (Badr Organization — affiliated/aligned media) published a numbered statement attributed to the security official of Kataib Hezbollah setting out the Islamic Resistance's conditions for approaching any government to organise work over what it called the weapon of dignity: complete and genuine withdrawal of U.S. forces from Iraqi land and airspace with assurance they will not return plus liberation of political and economic decision-making from U.S. domination; expulsion of the Turkish forces occupying northern Iraq; and dissolution of the Peshmerga, described as the most heavily armed militia and a danger to Iraq's unity. It was posted late on 17 August and reported outside the militia channels within the hour by Shafaq News and by arabic.pressbee.net. The rung holds because the militia-channel text and the outside coverage independently carry the same announcement; the Watan TV post identifies the speaker only by office, not by name.

The weapons-monopoly file now has two publicly stated positions inside the same political camp: a negotiated national demand and a list of preconditions that would have to be met before negotiation begins.
