On August 29, Kata'ib Sayyid al-Shuhada said its engagement with arms regulation depended on ten conditions: full U.S. withdrawal and no use of Iraqi airspace against other countries; PMF legislation protecting and equipping its personnel; federal security control throughout Iraq; Iraqi-controlled air defenses; removal of PKK fighters; Turkish troop withdrawal; Iraqi Army control of Kurdistan Region borders and federal administration of all crossings; removal of Iranian opposition groups from northern Iraq; release of financial and economic decision-making from U.S. control; and an end to U.S. control of political decision-making and embassy interference. It added that arms would no longer be needed if their justifications disappeared, but could return whenever necessity required and that no force could prevent this.
