Between mid-afternoon and early evening on 13 August, KSS-affiliated iNEWS twice published photographs of a letter on Iraqi Council of Representatives letterhead, signed by Security and Defense Committee chairman Khalid al-Obeidi, calling five officeholders — the director of the commander-in-chief's office, the army chief of staff, the PMF chairman, the senior Interior Ministry undersecretary and the PMF chief of staff — to the committee's premises at 11:00 on Monday 17 August to explain why precautionary measures and the evacuation of the targeted PMF headquarters were not carried out before the assault the letter attributes to the American and Saudi sides. Shabab al-Islam broke the same summons into five separate posts naming Abu Fadak al-Muhammadawi, Faleh al-Fayyad, the army chief of staff, the Interior undersecretary and the commander-in-chief's office director individually. Sabereen News had carried the commander-in-chief's office line about an hour before iNEWS published the document. Three separate faction networks carrying the same instrument, plus the document text itself, support the reporting; the document's authenticity is not independently established here and no outside coverage of it is in hand.
