On 20 October, economic and monetary-affairs researcher Ahmed Abd Rabbo, speaking on Al-Ahad TV (AAH — official owned media), called US banking sanctions political, alleged that Washington had punished 32 Iraqi banks, including banks that had not handled transfers, and predicted restrictions would be lifted on four or five banks. Parliamentary Finance Committee member Jamal Kujar alleged that some banks fronted for political parties and figures and smuggled money, describing relief for four banks as requiring restructuring and reform. Kujar opposed a blanket borrowing ban but called borrowing for operating expenditure disastrous, said IMF lending would not finance salaries, and argued that foreign loans made states beholden to the IMF.

“Some banks are fronts for political parties and figures and smuggle money. Lifting restrictions on four banks means restructuring and reforming them. Banning all loans is “unsound” because resources are insufficient for the budget. Borrowing for an operating budget is a disaster for Iraq. The IMF will not grant Iraq loans for salaries. Foreign loans make states beholden to the IMF.”
