FAA (Ansar Allah al-Awfiya — official social media channel) posted MP Murtada al-Sa'adi on 30 July saying the Popular Mobilization "is an official military institution subject to the Commander-in-Chief of the Armed Forces and differs legally and organizationally from the armed factions", that "there is field harmony between the Popular Mobilization and the factions, but the working mechanisms and structural commitments differ", that "talk of handing over weapons must be preceded by providing real security and political guarantees for those who bore arms and made sacrifices", and that "one party cannot be asked to abide by agreements while external attacks and violations continue". He also said the prime minister should not be held solely responsible for the challenges. A separate post the same evening set out the PMF law's status: a 2016 draft needing amendments, "no objections inside the Coordination Framework to proceeding", and two legislative tracks — structure and general staff, and retirement rights, the latter "less sensitive".
