On 16 September, reports quoting the Iraqi Defence Ministry said a circulated cable alleging Saudi plans to target PMF headquarters was false and was not based on any ministry document or official source. On 17 September, Al-Quds shortened this to “Iraq denies Saudi Arabia’s intention to target the Popular Mobilization Forces,” converting a ministry denial of the cable’s authenticity into a broader national denial of Saudi intent.
