In three posts within eight minutes on 17 August, Al-Nujaba TV (Nujaba — official) attributed to "observers" the position that any lawful arrest must be conducted exclusively through the PMF Commission's Security and Discipline Directorate, that the arrest of a PMF leader by another security agency is a very negative indicator and that those concerned must correct the error, and reported that the al-Sada al-Mousawiya tribe in Dhi Qar condemned the raid on Abbas al-Yaqoubi's home and his arrest without the local government's knowledge. The channel used PMF-flag and armoured-vehicle imagery with the arrest-procedure text. The positions are attributed by the channel to observers and to a tribe, not issued as a Nujaba statement.

A demand that PMF personnel be arrestable only by the PMF's internal directorate is a claim on jurisdiction over its own members, and it was made publicly while a tribe in the same province condemned the raid.
