Visual review shows an outdoor interview at a night-time gathering with tents and crowds, tagged to the Arbaeen pilgrimage. The words are those of an unnamed pilgrim, not of Harakat al-Jihad wal-Bina; the channel supplied the framing and the platform. No target, timetable or capability is named.
Harakat al-Jihad wal-Bina is a smaller voice than KH or AAH, and its official channel choosing this quotation shows the Saudi framing spreading beyond the two channels that originated it.
