Al-Ittijah TV (KH — official) published two statements attributed to al-Safi within 24 minutes on 29 July: first, "the reaction must be parallel to this overt aggression," then a second formulation, "the response must be at the level of the overt aggression, to preserve Iraq's dignity and sovereignty." Both were issued to Al-Ittijah TV itself and carry the channel's own hashtags. No target, timetable, or actor to be struck is named in either version, and the collected material contains no Kataib Hezbollah claim of an operation.
KH's official outlet has put a proportionality standard for a response into public circulation before any perpetrator has been named by any Iraqi actor, which fixes the yardstick against which any subsequent claimed operation will be measured.
