Within twenty-five minutes on 22 August, Al-Ittijah TV (KH — official) published two positions on the weapons file. The first, attributed on screen to Sabah al-Ardawi, described as head of the Kataib Hezbollah representation in Babil, said the Islamic Resistance would not submit to a Zionist-American conspiracy working to remove the weapons of dignity; the accompanying video was a split screen pairing the speaker with outdoor explosion and smoke footage that visual review could not tie to any identified place or event. The second, attributed to al-Sarraj, said the decision to restrict weapons must include the militias in the Kurdistan Region and not the resistance alone. The rung is credible: both come from KH's own channel on KH's own position, and nothing in the window contradicts them.

The two framings set different bargaining positions for the same legislation: one negotiates over custody, the other sets a precondition that the Kurdistan Region be covered before any restriction applies.
