Within a quarter of an hour on the evening of 20 August, Al-Ahad TV (AAH — official) published a headline that the Popular Mobilization law is nearing approval as "a new phase to consolidate institutional construction", a headline that "three hours place Fayyad under accountability", and a quote from Abd al-Ghani al-Ghadhban, head of the political office of the Shams Party, that Fayyad's failure to attend parliament gives the council the right to condemn or dismiss him. Half an hour earlier the same channel carried political analyst Abd al-Husayn al-Juraykhi saying the law would serve Prime Minister Ali al-Zaid and should place the PMF Commission alongside the other official security forces, and praising the Sadiqoun bloc as always first on national questions. The on-screen graphics in the Fayyad package went further than the captions, reading "Fayyad evades accountability — a summons to parliament and disregard for the blood of the martyrs".

If the law passes while the chairmanship is under a dismissal threat, the question of who commands a legally consolidated PMF is decided in the same period the institution is being fixed in statute.
